Statement by Ambassador Gharib Abadi at the Session of the IAEA Technical Assistance and Cooperation Committee, November 2018

Madam Chair,

Thank you for giving me the floor; and, since this is the first time I am taking the floor after your election to preside over the work of the Board, let me congratulate you on this election and assure you of the full cooperation of my delegation during your tenure.

Madam Chair, distinguished colleagues,

Allow me to begin by appreciating the Secretariat for preparing the Agency’s Proposed Technical Cooperation Program for 2019, as contained in documents GOV/2018/44 and by taking note of the report of the Evaluation of Technical Cooperation Activities in 2018, as contained in document GOV/2018/45.

My delegation associates itself with the statement delivered by Ms. Verónica Gomez, Chargé d'affaires a.i. of thePermanent Mission of Ecuador on behalf of the G77 and China. I would like to add the following points in my national capacity.

  • My delegation emphasizes that the Agency’s Technical Cooperation Program are to be directed to meet the needs and address the priorities of the Member States.
  • The Islamic Republic of Iran appreciates the continued efforts and commitment of the Agency and the Member States, while, also in this regards, it is our firm belief that it is upon the requesting State to define the nature, extent and scope of technical assistance in line with its needs and priorities.
  • Reaffirming the importance of SDGs, my delegation maintains that placing emphasis on the Agency’s activities related to the implementation of the SDGs in Member States, should neither be a precondition, nor a deviation from the main above-mentioned direction of the Program in meeting the needs and addressing the priorities of the Member States.
  • Additionally, my delegation is of the view that in order to meet the objectives envisaged in Article II of the Statute and by taking into account the increasing number of Member States with a national TCP, it demands sufficient, assured and predictable resources to be provided for the TC Programme. The Footnote(a)-projects, which include large unfunded components of TC projects in Member States, are actually showing the magnitude of such insufficiency of resources.
  • It is noteworthy that, the total Footnote(a)-projects is anticipated to be over €56.2 million in 2019; this, indeed shows how far we are in terms of providing the required resources in this regard, and how much importance it is to maintaining an adequate balance between the Agency’s promotional and non-promotional activities.
  • Regarding the Due Account Mechanism, led by the Co-facilitators, the distinguished Ambassadors of Morocco and Slovenia, at this stage, my delegation firmly believes that, for any end-result of this process, the undesirable impact on the TC Programme should be avoided, and the principles of fairness, neutrality and universality should be preserved; this, in no way, should lead to establishing any ground for the deprivation of Member States from their inherent rights as envisaged in the Statute, nor set any pre-condition for this. 
  • My delegation wishes also to thank the Office of Internal Oversight Services (OIOS) for preparing the evaluation report for 2018, and to reiterate the significance of balanced evaluationacross all major programmes, and the Agency, so that allocating balanced resources for evaluation purposes between TC-related activities and other activities of the Agency are ensured.

To Conclude,Madam Chair, once again I would like to assure you of the full cooperation of my delegation in discharge of your mandate during this Session.
