on preparations for the ministerial segment to be held during the sixty-second session of the CND

Madam Chair,

My delegation welcomes this inimitable opportunity to share its views on the imperative issue of preparations for the ministerial segment to be held during the sixty-second session of the CND.

The I.R. of Iran attaches great importance to collective efforts taken at the international level to strengthen comprehensive strategies and program of actions aiming at addressing and countering world drug problem, in a proper and all inclusive manner. 

Among them namely, the 2009 political declaration, the 2014 Joint Ministerial Statement and the UNGASS 2016 outcome document, are all important documents which have been agreed, based on the principle of complimentarily to mutually reinforce each other, which is expected to be conducive to a comprehensive political framework, to guide the joint endeavors of the international community, in post 2019 agenda.

In this connection, the targets set out in OP 36 of the 2009 Political Declaration are an unfinished job and still have merit to be followed. Therefore, we are of the view that there is no need for negotiating a new policy document. By the same token, with regard to “one track approach”, we believe that the post 2019 agenda is not only for single reporting system, but also for single implementation of the comprehensive political framework too, as duly reflected in the three afore-mentioned core documents. Hence, we suppose that the 2019 Ministerial Segment should be an opportunity for a comprehensive review to assess the progress made and challenges ahead regarding the implementation of the 2009 political declaration.

Madam chair,

On the outline for the way beyond 2019, we believe that it could be a concise and forward looking short document, capturing the following elements:

  1. Brief report of results of the comprehensive review on the implementation of the 2009 political declaration,
  2. Reaffirmation the commitments contained in the three key political documents (2009 Political Declaration, 2014 Joint Ministerial Statement and 2016 UNGASS outcome document) as well as three drug control conventions (1961, 1971, 1988 conventions),
  3. Reaffirmation of the CND leading policy making role
  4. Reaffirmation of the UNODC central role within the UN system,
  5. Establishment of a Single track follow up system for implementation of the commitments as well as reporting of progress beyond 2019,
  6. Adjustment of 10 year timeline with a midterm review in 2024,
  7. Recognition the importance of providing the means of implementation of the commitment, in particular technical assistance and financial resources.

In conclusion, Madam Chair, I would like to reiterate our firm commitment to this collective endeavor in a spirit of cooperation and constructiveness aiming at reaching a consensus based agreement on the way forward.
